Effective Implementation of Key Programs and Projects to Strengthen National Defense Industry
On August 20, the General Department of Defense Industry (CNQP) held the Determined to Win Emulation Congress (TĐQT) for the 2019-2024 period at Factory Z131. The event was attended and directed by Senior Lieutenant General Phạm Hoài Nam, Member of the Party Central Committee and Deputy Minister of National Defense.
Also present at the congress were:
- Senior Lieutenant General Trương Quang Khánh, former Member of the Party Central Committee and former Deputy Minister of National Defense
- Lieutenant General Trần Văn Vương, Deputy Chief of the Inspection Committee of the Central Military Commission
- Representatives of the Central Emulation and Commendation Board
- Delegates from key agencies within the Ministry of National Defense
From the General Department of Defense Industry (CNQP), notable attendees included:
- Lieutenant General Nguyễn Mạnh Hùng, Secretary of the Party Committee and Political Commissar of the General Department
- Lieutenant General Hồ Quang Tuấn, Director of the General Department
- Former and current senior officials of CNQP
- 110 delegates representing outstanding individuals and collectives in the TĐQT movement from 2019 to 2024



Major Achievements in the Past Five Years
In his keynote report, Major General Lê Ngọc Thân, Head of Political Affairs at CNQP, emphasized that despite numerous challenges over the past five years, the General Department of Defense Industry has demonstrated resilience and innovation, achieving comprehensive and breakthrough successes in its mission.
Key highlights include:
- Effectively advising on national defense industry management and development
- Maximizing resource utilization for infrastructure and high-tech production lines
- Enhancing research and production capabilities for both defense and civilian products
- Successfully organizing the Vietnam International Defense Exhibition 2022, which attracted over 170 defense and security enterprises from 30 countries
- Implementing major projects and programs to strengthen Vietnam’s defense industry potential
- Advancing research and technology application, with nearly 9,000 technical innovations effectively integrated into practice
Strategic Direction for Future Development
Speaking at the congress, Senior Lieutenant General Phạm Hoài Nam, on behalf of the Central Military Commission and the Ministry of National Defense, commended CNQP and its personnel for their outstanding contributions to the Determined to Win Emulation Movement.
To further enhance the effectiveness of the TĐQT movement, he directed the CNQP leadership to:
- Uphold the patriotic emulation spirit inspired by President Hồ Chí Minh
- Strictly implement the Party and State’s policies on emulation and commendation
- Focus on building strong Party committees and exemplary defense units
- Develop a competent and courageous leadership team, aligning with the “7 Daring Actions” and “5 Resolutions, 5 Proactives” as emphasized by General Secretary Nguyễn Phú Trọng
Following the congress, CNQP and its affiliated units are expected to formulate action plans to implement the strategic directions set forth.
Key initiatives from now until the end of 2024 include:
- Launching an intensive emulation campaign titled: “Proud Tradition, Continuing the Victories, Worthy of Uncle Hồ’s Soldiers.”
- Organizing events for the 80th anniversary of the Vietnam People’s Army and the 35th anniversary of the National Defense Day.
- Successfully hosting the Vietnam International Defense Exhibition 2024.
- Preparing for the upcoming Party Congresses at all levels leading up to the 14th National Party Congress.
